Overview

Attorney Carolyn Sharzer guides clients through every stage of litigation, from prelitigation strategy through post-trial briefing. She brings a substantive understanding of the health care legal and regulatory landscape to every matter.

Carolyn represents clients in health care litigation in state and federal courts and in arbitration. She also manages internal investigations and assists clients in responding to governmental subpoenas. Clients rely on her for counsel on complex regulatory and compliance issues and for help navigating changes in health care law and policy. Carolyn’s experience covers a range of areas, including payor-provider disputes, fraud and anti-kickback, Medicare and Medicaid, health care interoperability, privacy issues, and contract disputes.

Committed to pro bono work, Carolyn has represented clients in immigration proceedings, Social Security appeals, eviction defense, and military discharge upgrade appeals. She has worked on civil rights litigation involving constitutional violations and has counseled clients on access to reproductive health care.

While a law student, Carolyn served as a litigation fellow in the U.S. Department of Labor’s Office of the Solicitor, Plan Benefits Security Division, where she supported ERISA litigation matters. Before attending law school, Carolyn worked in nonprofits and for the state of Massachusetts in Medicare and Medicaid advocacy and policy. She focused on issues spanning Medicare Part D, long-term care, durable medical equipment, Medicare and Medicaid eligibility and enrollment, and Section 1915(c) waivers.
