New York, NY (April 11, 2014) — The national law firm of Epstein Becker Green (EBG) today announced that Helaine I. Fingold has rejoined the firm's Health Care and Life Sciences practice as a Senior Counsel in the firm's new Baltimore, Md., office, which is located at 7000 Security Blvd., adjacent to the Centers for Medicare & Medicaid Services (CMS). From 1995 to 1997, Ms. Fingold practiced in EBG's D.C. office.
Ms. Fingold rejoins the firm after spending most of the past 20 years with legislative and executive branch entities. From 2004 to 2014, Ms. Fingold worked in a range of capacities at CMS, with responsibility for areas of the Medicare Advantage program, including plan application review and approval, application denials and appeals, contracting, plan surveillance, oversight, and marketing. She is also experienced in the Medicare Advantage and Prescription Drug audit and sanction process. Most recently, Ms. Fingold worked at CMS's Center for Consumer Information and Insurance Oversight (CCIIO) in the Exchange Policy and Operations Group. As both a Senior Technical/Policy Lead and as the Acting Director, Rates & Benefits Branch, Division of Plan Management, Ms. Fingold was responsible for defining and interpreting requirements relating to the qualification and oversight of qualified health and stand-alone dental plans in both state and federally-facilitated exchanges as well as market-wide insurance requirements such as provision of essential health benefits and cost sharing limitations.
"We are always pleased to have one of our alumni rejoin us. Helaine's background in health care regulatory and legislative work, especially when it comes to her knowledge of CMS's payment programs, will be of great benefit to our clients as they deal with increasingly complex Medicare, Medicaid, and related public health programs affected by the Affordable Care Act," said George Breen, Chair of the firm's National Health Care and Life Sciences Practice Steering Committee, in the Washington, D.C., office.
Ms. Fingold said "I am thrilled to return to Epstein Becker Green in its new Baltimore office. Not only is the work fascinating and the lawyers collegial, but the firm is always ahead of the curve on the legal issues confronting the health care and health insurance industries. I can't imagine practicing law anywhere else. I look forward to helping current and future clients manage the legal and policy complexities of the ongoing implementation of the ACA and developments across the Medicare and Medicaid programs."
Other Epstein Becker Green alumni who have recently returned to the firm include: John Eriksen, former Assistant General Counsel for Sutter Health; Leslie Norwalk, former Acting Administrator for the Centers for Medicare & Medicaid Services during the Bush Administration; Kevin Ryan, former Principal at Much Shelist; and Linda Tiano, former Senior Vice President and General Counsel for Health Net.
