Washington, DC (November 3, 2015) – Epstein Becker Green (EBG) is pleased to announce that three attorneys have been promoted to Members of the Firm, effective January 1, 2016. Earning a place in this year’s class are Anjali N.C. Downs (Health Care and Life Sciences, Washington, DC), Joshua J. Freemire (Health Care and Life Sciences, Baltimore); and Jungmin Choi (Employment, Labor, and Workforce Management, Newark).
Anjali N.C. Downs is a member of the Health Care and Life Sciences practice, in the firm’s Washington, DC, office, where her practice focuses on fraud and abuse and federal and state regulatory compliance. Ms. Downs represents a variety of health care and life science organizations, including health systems, pharmaceutical and medical device manufacturers, pharmacies, clinical laboratories, academic medical centers, physician group practices, dialysis providers, and medical transportation providers. She regularly defends these various types of health care organizations in government investigations, inquiries, and audits; conducts internal investigations related to anti-kickback, self-referral, billing and coding, licensure, exclusion, false claims issues, and other regulatory issues; and assists in developing, implementing, and evaluating health care compliance programs.
Joshua J. Freemire is a member of the firm’s Health Care and Life Sciences practice, in EBG’s Baltimore office. His practice is focused on health care providers and investors. He regularly works with private equity entities and other investors to review and evaluate health care compliance and the impact of current and potential future health care laws on potential acquisitions. Outside the acquisition context, Mr. Freemire represents providers and owners with regard to licensing, reimbursement, and structuring business transactions, with a focus on fraud and abuse, health care information technology (HIT), and privacy law. He has worked closely with providers and investors to structure appropriate compliance programs and disclose compliance failures (under both the Office of Inspector General and Centers for Medicare & Medicaid Services self-disclosure protocols) and has worked in a similar capacity to resolve data breaches and compliance failures with regard to HIT and to solve close questions of implementation with regard to HIT incentive programs. Mr. Freemire has extensive experience with a wide variety of health care laws, including state corporate practice prohibitions, state licensing and health care entity formation laws, the Stark Law, the Anti-Kickback Statute, the Civil Money Penalty Law, beneficiary inducement, the Health Insurance Portability and Accountability Act of 1996 (HIPAA), the Health Information Technology for Economic and Clinical Health (HITECH) Act, the “meaningful use” of certified electronic health record technology, and the ePrescribing Incentive Program.
Jungmin Choi is a member of the Employment, Labor, and Workforce Management practice, in the firm’s Newark office. As a member of EBG’s Immigration Law Group, she concentrates her practice on employment-based immigration law. Ms. Choi’s experience includes advising employers in variety of industries on business-related immigration matters involving the recruitment, hiring, transfer, and retention of foreign nationals in the United States; helping employers obtain nonimmigrant visas for foreign nationals working temporarily in executive, managerial, professional, skilled, or specialized knowledge positions in the United States; and assisting in obtaining permanent resident status on behalf of foreign nationals. She also provides guidance and counseling to clients on various compliance issues relating to employing foreign nationals in the United States and managing all risks arising under those laws; advises clients regarding employer sanctions and record-keeping under various regulations; and assists clients during the U.S. Department of Labor’s Form I-9 and H-1B audit process.
