“This is creating a lot of confusion for states [and] for programs, and on a go-forward basis. There's a real question about whether grants that have not been fully paid out or new grants will move forward,” said Richard Hughes, an attorney at the law firm Epstein Becker Green. “This is pretty sweeping.”
