Boston, MA (August 4, 2025)Epstein Becker Green has announced that Scott Connolly, Member of the Firm in Boston, and Dov Lutzker, Senior Counsel in Washington, DC, have joined the firm’s Employment, Labor & Workforce Management practice.

Connolly is an employment attorney and litigator with broad in-house counsel experience, and Lutzker joins after previously serving in the Disability Rights Section of the U.S. Department of Justice’s (DOJ’s) Civil Rights Division as a trial attorney, special counsel, and legislative and policy counsel.

“Scott and Dov bring extensive experience and a deep understanding of complex employment and disability rights law, each further fortifying our leading-edge capabilities in these areas critical for employers,” said David W. Connolly has spent decades addressing high-stakes employment law challenges. His practice encompasses all aspects of employment litigation and workforce management, with particular strength in addressing discrimination and harassment, wage and hour law compliance, unfair competition and trade secret theft, and workforce reductions.

Formerly serving as in-house counsel at Boston University, Connolly played a pivotal role in advancing that institution’s position in employment-related cases while providing strategic litigation guidance. His leadership background extends beyond the courtroom, having served as an infantry officer in the U.S. Marine Corps during Operation Restore Hope in Somalia.

Drawing on nearly 25 years of experience in disability rights law, Lutzker helps employers anticipate and address accessibility risks. His career includes more than two decades at the DOJ’s Civil Rights Division, where he managed impactful investigations, litigated seminal Americans with Disabilities Act (ADA) cases, and negotiated compliance agreements that nationally improved accessibility. 

At Epstein Becker Green, Lutzker will leverage his background to help clients understand and meet ADA compliance obligations related to public accommodations, workforce accommodations, and accessibility goals. His deep understanding of regulatory frameworks and firsthand experience with enforcement initiatives equip him to provide clients with precise and practical solutions that align with evolving legal standards.
