“Yes. Something characterized as ‘repeal and replace’ must eventually pass the Senate. The Republican Congress and the Trump administration have made this a central and overriding objective for so long that failure is not an option. After considering multiple proposed compromises, the ultimate Senate bill may consist of individual market stabilization measures along with considerably more modest reforms to Medicaid, with just enough changes to the underlying law to be called ‘repeal and replace.’ The bottom-line goal for the Senate now is to pass something so that the legislative process may be kept alive by moving to House-Senate conference committee, during which the more difficult negotiations on a final bill would proceed.”
