Overview

Litigation and regulatory attorney Dennis Sapien-Pangindian draws on his enforcement experience at the U.S. Department of Health and Human Services Office of the Inspector General, the largest Inspector General’s office in the U.S. government, to represent clients in a range of complex controversies.

His practice focuses on government investigations, civil litigation, administrative law challenges, and regulatory compliance matters, with a particular emphasis on health care fraud and abuse, information blocking, grant fraud (e.g., research misconduct) issues, health care business disputes, and FOIA challenges.

Dennis has substantial experience managing internal investigations concerning alleged violations of the Food, Drug, and Cosmetic Act, the Stark Law, the Anti-Kickback Statute, and the False Claims Act. He is also well-versed in the information blocking law and regulations that were promulgated under the 21st Century Cures Act. Clients value his strategic thinking, sharp litigation skills, and deep knowledge of government health care programs. Dennis helps clients respond to U.S. Department of Justice and Medicaid Fraud Control Unit subpoenas and demands, develops investigation work plans, and designs and conducts compliance reviews tailored to clients’ needs, including patient support programs and pharmaceutical-sponsored genetic testing programs. Moreover, Dennis has helped several clients protect confidential information from public disclosure in FOIA challenges. Additionally, he represents clients in shareholder derivative suits, litigation involving unfair competition and antitrust claims, and other business disputes.
