Washington, DC (October 8, 2014) — Epstein Becker Green today announced that Lynn Shapiro Snyder and Tanya Cramer have written a newly released topical Portfolio for Bloomberg BNA on provider risk sharing arrangements entitled, “Accountable Care Organizations and Other Provider Risk Sharing Arrangements, 2nd edition.” The Portfolio discusses the federal and state regulatory schemes for accountable care organizations (ACOs), integrated delivery systems, and other provider organizations that assume some or all of the financial risk for providing covered health care benefits to patients. This Portfolio initially was published in the 1990s when the new integration at that time was in the form of physician-hospital organizations. This Second Edition addresses the more recent integration models such as ACOs. The authors note that there is widespread recognition that this country must strive to reduce health care costs while at the same time improving both patient experience and population health. One way in which policy makers, insurers and providers are trying to achieve this goal is by realigning the financial incentives on providers, so that rather than being paid more for every procedure and test performed regardless of patient outcomes, providers are rewarded for keeping patients healthy while also controlling costs. This can involve the full assumption of risk, as in capitation arrangements, or partial assumption of risk, as in shared savings arrangements, which are commonly used in ACOs.
