The Alabama plan reflects political realities in a state where managed care “hasn’t taken root yet” and providers have a strong voice that they are using, says Bob Atlas, president of the EBG Advisors unit of the Epstein Becker & Green law firm and a longtime Medicaid consulting executive. “They’ve been at that for about three years,” Atlas tells MAN, referring to the time since the administration of Alabama Gov. Robert Bentley (R), a dermatologist, began developing the RCO concept and discussing it with CMS.
In January 2015, the Alabama Medicaid Agency certified all 11 organizations that applied to be “probationary” RCOs. That included three RCOs in north Alabama and two in each of the remaining four regions.
