The latest Republican health care reform proposal would push more upheaval on an already unstable individual insurance market, experts said, pushing out smaller providers and giving those large enough to weather the storm a compliance headache through 50 new sets of state rules. …

States could also take steps that would keep smaller providers in the market, said Rob Atlas, president of EBG Advisors. Atlas said that by taking advantage of the flexibility in the Graham-Cassidy bill, states may let more limited insurance plans onto the market, which would have less actuarial value than typical ACA plans.

“We can anticipate plan designs that have more limitations and underwriting restrictions available, so you might find smaller insurers who can craft a product that might appeal to a particular market at a price that they can profit off of,” Atlas said.
