Doing away with the pay cut “helps eliminate a hard and fast rule that may have distorted treatment decisions at hospitals when physicians had the option of outpatient observation or a costlier inpatient admission,” Robert Wanerman, an attorney at Epstein Becker & Green PC in Washington, said in an April 19 e-mail.
