Washington, DC (March 13, 2023)Epstein Becker Green (EBG) is pleased to announce that health care attorney Rachel Snyder Good has joined as Strategic Counsel.

Immediately before joining EBG, Rachel Served as Senior Policy Advisor to Congressman Steny H. Hoyer during his tenure as the Majority Leader of the U.S. House of Representatives. In that role, she was the lead advisor on health care and disability policy, including the Americans with Disabilities Act (ADA).

Rachel joins the firm’s Health Care and Life Sciences practice, where she will draw on her 11 years of legislative experience and legal background to counsel clients on a wide range of health care and life sciences matters, with an emphasis on strategy, regulatory, and compliance issues.

“The role Rachel played in the passage of key legislation that directly affects many of EBG’s clients—like the No Surprises Act and the Inflation Reduction Act—positions her to provide exceptional value to those clients navigating the complex health care regulatory system,” said EBG’s Chair, Mark E. Lutes. “This kind of high-level legislative experience fits hand-in-hand with that of our extensive roster of former policymakers and public officials who make up EBG, EBG Advisors, and National Health Advisors. Additionally, Rachel’s crossover experience with health and labor and addressing disability discrimination continues our strategic initiative in HEAL® (Health Employment and Labor). We are thrilled to welcome Rachel to our team.”

Besides guiding health care and life sciences clients through complex health regulatory and compliance challenges, Rachel will partner with employers to proactively improve accessibility through compliance with the ADA. Congressman Hoyer shepherded both the ADA and the ADA Amendments Act through Congress as the House sponsor of the ADA, and Rachel served as the lead advisor in his office, partnering with industry leaders and disability advocates in connection with implementation by federal agencies and the courts in the decades since the ADA’s passage.

In addition to her time in Majority Leader Hoyer's office, Rachel served in the Office of Legislation at the U.S. Food and Drug Administration (FDA), where she supported the work of addressing Congressional inquiries to the FDA. She also served as a Legislative Aide to U.S. Senator Barbara A. Mikulski of Maryland.

“The name Epstein Becker Green carries significant weight on Capitol Hill, in the Administration, and within the health care bar, due in no small part to its foundational role in the practice of ‘health care law’ as well as its 50-year legacy of advising many clients on a wide variety of federal and state health care and life sciences laws, regulations, and policy initiatives,” said Snyder Good. “With new challenges pending at the federal and state levels, such as how to regulate telehealth, digital health, and the use of artificial intelligence tools or new products and services to improve women’s health, I am excited to help build upon that legacy by partnering with clients to create a better health care and life sciences industry.”
