Newark, NJ – May 16, 2022 – Epstein Becker Green (EBG) is pleased to announce that Lisa Gora has joined as a Member of the Firm in the Health Care & Life Sciences practice in Newark, New Jersey. Lisa offers strategic counsel for health care providers and corporate clients to navigate today’s complex regulatory requirements. She is a thought leader on issues impacting the cannabis industry, where she provides strategic legal advice to cannabis-related businesses in the evolving national and state legal framework.

Lisa’s health care practice focuses on the representation of health care professionals, group practices, and other health care entities, including, but not limited to, hospitals, academic medical centers, ambulatory surgery centers, management service organizations, ambulatory care facilities, substance use treatment facilities, mental health facilities, and nursing homes.

Lisa counsels her health care, corporate, and cannabis clients on transactional matters with respect to the formation and structure of such entities, including joint ventures, affiliation agreements, and management services organizations, as well as the negotiation related to mergers and acquisitions of such entities. She brings to the firm more than a decade of experience analyzing federal and state statutes and regulations in connection with the federal Anti-Kickback Statute and Stark Law, New Jersey’s Codey Law and other state-specific self-referral laws, and the federal and New Jersey False Claims Acts.

“Lisa’s variety and depth of experience will be instrumental in expanding the firm's health care practice both nationally and in New Jersey, where she has strong roots,” said George B. Breen, Chair of EBG’s National Health Care & Life Sciences Steering Committee. “We are fortunate to continue to attract talented attorneys such as Lisa, and are excited to see her leverage her experience in cannabis law and the industry overall as our clients navigate a shifting legal landscape.”

On the forefront of the burgeoning cannabis industry and with many years of industry experience, Lisa has established herself as a thought leader in the cannabis law space, particularly in New Jersey, assisting clients as they navigate the industry’s complicated and ever-changing regulatory landscape. Her cannabis law practice includes the representation of alternative treatment centers within the medicinal cannabis industry as well as start-ups and multistate operators in the personal adult-use cannabis industry, such as cultivators, manufacturers, retailers, delivery services, distributors, and testing laboratories. Lisa advises clients in connection with licensing, ownership, and regulatory compliance pursuant to state laws, rules, and regulations. Lisa also advises clients on regulatory considerations associated with anticipated mergers and acquisitions. In addition, she provides advice to physicians, hospitals, and others doing business in the legal cannabis market in New Jersey concerning issues related to recommending, authorizing, administering, and possessing medical cannabis.

“It’s an exciting time for both the health care and the legal cannabis industry, and I’m thrilled to join EBG, where I can continue to serve my thriving client base with the firm’s national platform while also leveraging my experiences in New Jersey for the firm’s longtime clients,” said Lisa. “I am really looking forward to using my experience in cannabis law and sharing best practices with our clients to accelerate their growth and success in a market that is evolving on a day-to-day basis, and I am excited to be an integral part of its development.”

Lisa is co-author of a New Jersey Law Journal monthly column on the impacts of legal cannabis on New Jersey businesses and serves on Law360’s Cannabis Editorial Advisory Board. She was co-editor-in-chief with EBG’s Jennifer Nelson Carney of the first edition of Health Care and the Business of Cannabis: Legal Questions and Answers, a first-of-its-kind project published by the American Health Law Association, which offers insight on the interplay between medicinal cannabis and the health care industry, as well as related information on legal and practical considerations in connection with business opportunities surrounding medicinal cannabis and its by-products. She also co-authored “Medical Marijuana: State and Federal Law Thickets and Practical Implications” in the Health Law Handbook, published by Thomson Reuters in May 2020.

Lisa has been ranked in Chambers USA in New Jersey—Healthcare since 2019, named to the “Rising Stars” list of New Jersey Super Lawyers in Health Care, Business/Corporate, and Cannabis Law since 2018, and in the “Ones to Watch list of The Best Lawyers in America for Corporate Law and Health Care Law.
