“Legislators from both parties have acknowledged that the ACA requires reform, and there is potential for bipartisan effort in the Senate in that regard. However, the ACA’s future will more likely be shaped by actions of the Trump administration. The biggest question is whether the administration will continue to fund the ACA’s cost-sharing reductions; a secondary possibility is that the President could direct the administration to stop enforcing the individual mandate. Either action would reverberate throughout the individual markets, driving up premiums and potentially pushing insurers out of markets. Additionally, we are likely to see Secretary Price and Administrator Verma continue to promote reforms in the Medicaid program through the use of waivers (which could include the introduction of “personal responsibility” —such as imposing work requirements, cost sharing, and the use of health savings accounts) in addition to cuts to presumptive eligibility and retroactive coverage.”
