Fraud and abuse concerns, driven in part by changing care delivery patterns, innovative provider relationships and challenging—and often baffling—legal constraints, made this issue the second most significant health law issue for 2016, board members said. ‘‘There are so many ambiguities in the Stark law and Anti-Kickback Statute (AKS) that even health-care facilities and companies that think they are compliant may be targets for major compliance and False Claims Act (FCA) exposures,’’ Gary W.
