While David Garland of Epstein Becker Green said he believes that at some point over the next few years there will be a federal paid leave plan in place, he added that “it’s far too early to tell” whether it’ll look like the plan Trump outlined.

“We’re still dealing in very broad strokes to say how it’ll [ultimately look] and we’re waiting for additional details,” Garland said. …

“I expect that states would be able to [offer more benefits than the federal program provides], but then again it requires a state-by-state analysis,” Garland said, noting states have differences in their political leanings, interests and needs.
