A bill signed into law yesterday by Gov. Andrew Cuomo allows businesses to set up payroll deduction mechanisms for employee purchases such as cafeteria food, gym memberships, parking and insurance premiums. While there is no tax benefit to employers or employees, business groups requested the law because it will create a convenience for employees. … Marc Mandelman said the bill “is a big deal” for companies that “had been twisting themselves around” to avoid violations for routine payroll deductions.
