New York, NY (February 18, 2014) The national law firm of Epstein Becker Green (EBG) announces that it has opened an office at 7000 Security Blvd. in Baltimore, Md., adjacent to the Centers for Medicare & Medicaid Services (CMS). CMS plays a central role in the financing of health care services through its administration of the Medicare and Medicaid programs as well as its regulation of commercial insurance rates and the offering of qualified health plans through the Affordable Care Act (ACA), created by the health insurance exchanges. 

"For years, our firm has focused on CMS's regulation and policy directions and successfully guided clients dealing with CMS coverage and payment systems," said Mark Lutes, Chair of the firm's Board of Directors. "The addition of this office expands our capabilities, especially during this crucial time of ACA-instigated new payment models as well as new rules impacting the Medicare Advantage and Medicare Prescription Drug Programs," Lutes added.

EBG and the staff of EBG Advisors (an affiliate of EBG) include many CMS alums, such as Leslie Norwalk, former Acting CMS Administrator during President George W. Bush's administration; Larry Kocot, former Senior Advisor to the Administrator of CMS and a leader in the implementation of the Medicare Prescription Drug Benefit (Part D) at CMS; Mark Hamelburg, former Director of the Medicare Part C and Part D Analysis Group at CMS; and Thomas E. Hutchinson, former Director of the Medicare Plan Payment Group at CMS.

The office will also facilitate the work of EBG Advisors' personnel such as CMS alums Babette Edgar, Pharm.D., MBA, and Shamiram R. Feinglass, MD. Dr. Edgar provides EBG's clients with CMS audit, mock audit, and corrective action plan support and operational guidance and implementation related to Medicare Advantage and Part D Plans.  Dr. Feinglass, a former medical officer with CMS, provides EBG's clients with counsel on coverage and payment issues.
