Brian W. Steinbach, a Washington D.C.-based attorney at Epstein Becker & Green PC, said the plan by Gillibrand and her Democratic colleagues would fund the employee benefit with contributions from both employers and employees. Republican lawmakers, however, have considered a different approach — one that offers tax incentives for companies to provide workers with periods of paid leave.
“That’s a pretty big gulf,” Steinbach said. “It seems unlikely anything is going to get through [Congress] given the partisan division.”
