Health reform is now at the half year mark.  The economics of health reform depend on a broad range of newly insured people participating in the health care marketplace, and payors and providers alike are anticipating new demands for their products and services. Yet, previous experience shows that current health care programs for the uninsured are under-enrolled, calling into question the Affordable Care Act's ability to meaningfully increase access to both health care coverage and services.
