Biography

CHRIS M. MORRISON is a Senior Counsel in the Health Care and Life Sciences practice in the St. Petersburg office of Epstein Becker Green. He is board certified in Health Law by The Florida Bar and has 20 years of experience representing a variety of providers in a broad range of transactional, regulatory, fraud and abuse, compliance, privacy and security, and reimbursement-related matters.

Mr. Morrison’s extensive experience in health care transactional and regulatory issues includes:

  • Providing guidance on the federal Anti-Kickback Statute, the Stark Law, civil monetary penalties, fee splitting, the Florida Patient Brokering Act, the Florida Patient Self-Referral Act, and other relevant federal and state laws
  • Counseling clients on Medicare and Medicaid billing, coverage, and reimbursement requirements
  • Negotiating physician practice acquisitions, including conducting due diligence and preparing nondisclosure and confidentiality agreements, purchase and sale agreements, and closing documents
  • Drafting, reviewing, negotiating, and advising on numerous provider agreements (e.g., professional services agreements, employment agreements, physician recruitment agreements, and management service agreements)
  • Advising on issues relating to tax-exempt health care providers
  • Preparing HIPAA compliance plans, policies, and procedures and performing and advising on risk and security assessments
  • Developing corporate compliance programs and plans

Before joining Epstein Becker Green, Mr. Morrison was in private practice representing health care providers throughout the state of Florida. Earlier in his career, Mr. Morrison served as an attorney in the Legal Services Department of a nonprofit health care system furnishing services in nine states. In this role, Mr. Morrison assumed primary responsibility for general legal services to acute care hospitals within the health system and was responsible for defending tax-exempt hospitals in litigation matters.

Representative Experience

  • Served on the seller's counsel team and performed due diligence to ensure compliance across physician recruitment and employment agreements during the sale of a Florida hospital to a regional health system
  • Prepared transaction documents and provided compliance counsel for the establishment of a hospital-based cardiovascular surgical program
  • Collaborated with a hospital client to establish a critical care program
  • Prepared overpayment appeals for a home health agency
  • Conducted in-depth compliance and reimbursement analysis, and drafted ancillary agreements for a diagnostic imaging joint venture
  • Assisted a medical practice during a HIPAA breach investigation by the Office of Civil Rights, resulting in no further government action
  • Negotiated and collaborated in negotiations for a multimillion-dollar electronic medical record and other software agreements for a hospital client
  • Collaborated with a hospital CIO to establish a cutting-edge program providing electronic health record technology to community physicians
