The botched roll-out of HealthCare.gov, which went live on 1 October and is designed to allow US citizens to enroll in health insurance plans online - key to the Affordable Care Act (ACA) - illustrates the need for improvements in the US government's handling of IT projects, particularly in critical areas such as healthcare.

"I believe government policy is not sophisticated when it comes to technology and often underestimates the complexity of technology," said Linda Tiano.

"The website failures have resulted in fears that people will not be able to obtain coverage in a timely manner and would inadvertently be penalized for failure to have insurance," explains Tiano.
