The FTC focused on three PPSs—Advocate Community Partners, Staten Island and Adirondack Health Institute—but that is likely because their COPA applications happen to be online, noted Arthur Fried, a partner at Epstein Becker & Green.
"The FTC is concerned COPA will allow anticompetitive activities," he said. The cooperation fostered through DSRIP assumes the state "actively supervised that collaboration so the benefits outweigh the risks."
