Although a small percentage of eligible voters buy coverage through an insurance exchange, Republicans also are expected to try to create a perception that rising costs in employer-based coverage are tied to problems with the ACA.

At the state level, exchanges could be a hot-button issue in states that opted not to operate their own exchange. Republicans will point to problems with the exchanges and say this is why we didn’t build one for this state. State regulators in states that opposed the ACA could be more aggressive when it comes to rate review, and that could push some insurers to exit, says Solander.
